PUBLIC NOTICE
NOTICE TO BIDDERS

Public Notice is hereby given: East Central University is seeking proposals from qualified firms to provide Demolition & Clearing Services in Ada, OK, 74820. Responses should be submitted based on the information and guidelines provided in the Request for Proposals ("RFP") #2027001 Demolition & Clearing Services of Residential Dwellings. The contract will be regulated according to the provisions of all Federal, State and local laws, ordinances that are applicable.

PROJECT DESCRIPTION

The University seeks to select one (1) firm to provide professional demolition services for this project of nine (9) properties. The University reserves the right to phase the project. In responding to this solicitation, the Respondent agrees to and shall be responsible for all labor, equipment, materials, supplies, fees, permits and incidentals required and necessary to demolish, remove and properly dispose of the structures, concrete foundations and all contents of each structure, tree/shrub removal, debris removal, clearing and site restoration of each property.

PROCESS FOR SUBMITTING BIDS AND MINIMUM PROPOSAL REQUIRMENTS

Proposals must be formatted in accordance with the instructions of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked "RFP 2027001 Demolition & Clearing Services", and delivered on or before the Deadline.

Notice to ALL Bidders: Please be advised that this project is subject to the Rules under the venue of Oklahoma State Statute Title 61, Public Buildings and Public Works, and Oklahoma Department of Central Services Construction and Properties Administrative Rules OAC 580:20 for the Construction Management Contract delivery method (see also House Bill No. 2889 and Senate Bill No. 1172), and Code of Federal Regulations 2 CFR 200 Appendix II. Failure to conduct a thorough site inspection to become completely familiar with the scope of work will NOT relieve any Bidder from their responsibility to provide a complete and comprehensive bid proposal. Any "apparent omission" not specifically shown on the documents or specified that is required (to be furnished and/or installed) to complete the intended scope of work is required to be included in the bid and will not constitute a claim for additional or extra work. Bidders with bids in excess of $50,000 must provide all state required bonding.

All Bidders are required to meet the qualification requirements as established in the Bid Documents. Minority and Disadvantaged Business Enterprises are encouraged to respond to this solicitation and will not be discriminated against on the grounds of race, color, sex, age and national origin. All workers are also subject to background checks, if desired by the Construction Manager or Owner.

MINIMUM PROPOSAL REQUIREMENTS
a) Bids received after the 2:00 pm bids due deadline, or more than ninety-six hours, excluding Saturdays, Sundays and Holidays, before the time set for the opening of bids, will not be accepted. A Bid Bond shall accompany the sealed proposal of each bidder in excess of $50,000. No bidder may withdraw his bid within sixty (60) days after the date of bid opening stated above. The Owner reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding.
b)Attach a properly completed, legible Proposal Form (APPENDIX A) including the cost per Property Location(s) as listed total cost to perform the demolitions project meeting all other requirements described herein. On a separate page, clearly identify any of the criteria you cannot meet. Price shall include any any/all fees related to all project requirements. Plumbing licensing, permitting and inspection requests and fees must all be paid and requested by a licensed plumber.
c) Submit three to five detailed examples of past work in demolishing structures of this nature, (residential dwellings, houses, apartments, etc.). Please list the names of the individuals who will be assigned to the Project and a brief resume of each.
d)Describe the equipment that will be dispatched to do the work of this project.
e)List any subcontractors you plan to hire if awarded the Project.
f) Respondents must review and be prepared to sign the Professional Services Agreement (Appendix B) if awarded the Project.

SELECTION CRITERIA
The University intends to award a contract to the qualified Respondent that presents the best value proposal before the Deadline. The University reserves the right to waive proposal requirements, to negotiate with any Respondent who has submitted a proposal, to reject all proposals and/or request additional information for clarification.
